Out-of-state visitors planning to explore New Jersey on an electric bicycle (e-bike) this summer may find themselves facing an unexpected – and unwanted – surprise. Effective July 19, New Jersey now requires all e-bikes, including those brought in by non-residents, to be registered with the New Jersey Motor Vehicle Commission (MVC). Certain motorized bicycles must also be insured before registration.

The law also creates new licensing requirements for some riders. Visitors age 15 and older who do not have a valid driver’s license must obtain a New Jersey e-bike license, which requires a written exam and road test at an MVC licensing center. Operating an unregistered e-bike or riding without the required license can result in a $50 fine.

The clarification has surprised many cyclists and advocacy groups, who say the law’s impact on out-of-state visitors was not clearly communicated before taking effect. While earlier MVC announcements stated that all e-bikes in New Jersey must be registered, they did not specifically address non-resident riders. State officials have since confirmed that the requirements apply to everyone operating an e-bike in New Jersey, including out-of-state visitors.

Critics argue the new requirements could discourage tourism, particularly during the busy summer season at the Jersey Shore. They also point to an apparent inconsistency with how New Jersey treats out-of-state motor vehicles, which generally remain subject to the registration and licensing laws of their home states.

The New Jersey Bike Walk Coalition is working with state lawmakers to amend or replace the legislation and is collecting feedback from riders affected by the new requirements.
